Load Spectra creation from Nz Exceedances

Please assume that you have available a set of data for Nz (normal load factor) exceedances at several G levels (1,2,3 ... up to 9). Also the data is formatted as a from-to table. What kind of software can I use to convert it into a Load Spectra file that can be used in AFGROW?
